In essence strategical play is to gradually build up with a better position to suffocate your opponent and gain better control of key areas (The material can be equal and often is). Tactical chess however, is tied with the attack and series of moves that can provide one with material gain or even checkmate.

Generally, Strategic= gridlock w/ slow buildup for the endgame Tactical= open position w/ daring attacks and sacrifices and series of explosive moves. These games tend to be shorter in nature and may never see the endgame.
